You can use both methods, resistive divider or IC voltage level shifter. The IC translators are safer and more professional.

japanese digital circuits
I'm looking for information on digital circuits manufactured by NEC and Hitachi in the late 1960's. These circuits are commonly used in old digital calculators from the late 60's or early 70's.
