You are probably looking for a digital LCR meter, right? There are many DIY circuit diagrams for LCR meters on the internet. There are many simple LCR meters made by China boys in the garage on eBay
All are presented as extremely accurate and the best.
Well, the LCR meter should have a Kelvin clamp. It is wrong to measure a capacitor under 30pF without Kelvin clamp. You must recognize the way of measurement. The best LCR meters are bridges. The good LCR meter is expensive, the price is around 100 USD.

I would like to know if it is possible to make just an LCR bridge as an adapter for a voltmeter.

yes, you need AC voltmeter with differential inputs.
